Recap of Nov 24, 2009 Work Session - Mogadore Council UTILITIES – Mrs. Ross: No report. PARKS – Mr. Kelly: The next meeting of the Parks & Rec Board will be January 14, 2010 at 7pm at the Municipal Building. There are 12 trees that have been identified and will be taken down at no cost to the Village. There was a discussion about the possibility of a call phone tower at the park. This would bring revenue in both an initial lump sum plus monthly lease payments. Currently, there is a moratorium on cell towers in the Village plus certain height restrictions. More details will be available in the future for discussion. STREETS – Mr. Schlegal reported that the leaf pickup is continuing. Mr. Raddish noted the cost and complexity of the leaf pickup program and there was discussion about a leaf bagging program. Mayor Rick asked council to bring back the laid off street worker on a part time basis. Mr. Raddish opened a discussion about a proposed Senior Driveway Apron Snow Removal program. Mayor Rick noted that there is someone interested in providing this service for $10 per plow and the Village would like to know of anyone else interested in plowing. Additional rules for snow removal were discussed. This would prohibit people from shoveling or blowing snow onto their neighbor’s property, sidewalks and streets. Mr. Raddish announced a Q&A session for resident questions directed to Councilman Raddish and Spaugy. The date will be Saturday, December 12, 2009 at 12 noon. Questions can be written down and deposited at the door when entering. There were some discussions on some various road projects, including a sizeable project for Eleanor, Virgil and Charles St that would involve replacing 80+ year old water lines and re-paving the streets and sidewalks in 2012. POLICE – Chief Fowler: No report. FIRE – Chief Adams: It was reported that the gas detection meter that no longer works would cost could exceed $950. A new meter would cost $1169 from MSA. P&Z – Mr. Kelly chaired the committee for Mr. Kinsey: There will be a meeting regarding the re-zoning of the Wynstone property on Dec 2, 2009 at 7pm. There was discussion re the skill gaming businesses. There may be future legislation that would limit the concentration of this type of business within the Village. FINANCE – Ms. Van Dike: A motion was made to ratify the transfer of certain appropriations for the Village. The resubmission of the .25% income tax was discussed and suggested to be on the ballot in May 2010. Mr. Kelly volunteered to head the committee to help promote the passage of this tax issue and Mr. Raddish volunteered to help. Mr. Raddish commented that he did not understand why the tax issues did not pass the last election. Mr. Raddish suggested a discussion about selling the right-of-way properties the Village owns since the Village has no plans to develop the property and the adjacent owners already use and maintain some of the properties.
